TECHNICAL AND ENVIRONMENTAL SUPERVISION FOR THE REHABILITATION OF THE COTOCA – PAILON (PARAISO) SECTION
General Description
The project consisted of the comprehensive technical and environmental supervision of the rehabilitation of the Cotoca – Pailón (Paraíso) road section. The supervision ensured the execution of the works in accordance with engineering standards, technical specifications, and current environmental regulations. Technical Scope of Supervision The supervision included a rigorous control of: Review and Validation of Design Studies: Geotechnical: Verification of the characterization of the subsoil (subgrade, subbase, base) and test results (SPT, CBR, modified Proctor). Pavement Design: Analysis of the pavement structure, thicknesses, material properties (granulometry, Atterberg limits, Marshall tests/resistance to compression) and compliance with road design regulations. Hydraulic and Drainage: Review of the capacity of longitudinal and transverse drainage systems (ditches, culverts, subdrains). Technical Supervision of Civil Works Execution: Earthworks: Control of cuts, fills, subgrade conformation, and compaction densities. Granular Subbase and Base: Inspection of quality, granulometry, optimal humidity, and compaction degree. Pavement Layers: Flexible (Asphaltic): Supervision of manufacturing (mixing, temperatures, binder dosage), spreading, compaction (field density), and asphalt quality. Rigid (Concrete): Control of concrete quality (compressive strength, settlement), steel reinforcement, vibration, curing, and joint sealing. Drainage Works: Inspection of ditches, culverts, and subdrains. Road Signaling and Safety: Verification of the installation of horizontal/vertical signage and safety barriers according to road regulations. Environmental Supervision: Monitoring of the Environmental Management Plan (EMP): Verification of compliance with mitigation and compensation measures of the Environmental License. Impact Control: Supervision of waste management, erosion, air quality, and protection of water bodies. The supervision was crucial to ensure a safe, durable, and environmentally responsible road infrastructure, improving connectivity in the region.

El proyecto consistió en la supervisión técnica y ambiental integral de la rehabilitación del tramo carretero Cotoca – Pailón (Paraíso). La supervisión garantizó la ejecución de las obras conforme a los estándares de ingeniería, especificaciones técnicas y la normativa ambiental vigente. Alcance Técnico de la Supervisión La supervisión abarcó un control riguroso de: Revisión y Validación de Estudios de Diseño: Geotécnicos: Verificación de la caracterización del subsuelo (subrasante, sub-base, base) y resultados de ensayos (SPT, CBR, Proctor modificado). Diseño de Pavimento: Análisis de la estructura del pavimento, espesores, propiedades de materiales (granulometría, límites de Atterberg, ensayos Marshall/resistencia a compresión) y cumplimiento de normativas de diseño vial. Hidráulico y Drenaje: Revisión de la capacidad de sistemas de drenaje longitudinal y transversal (cunetas, alcantarillas, subdrenes). Supervisión Técnica de Ejecución de Obras Civiles: Movimiento de Tierras: Control de cortes, rellenos, conformación de subrasante y densidades de compactación. Sub-base y Base Granular: Inspección de calidad, granulometría, humedad óptima y grado de compactación. Capas de Pavimento: Flexible (Asfáltico): Supervisión de fabricación (mezcla, temperaturas, dosificación de ligante), extendido, compactación (densidad de campo) y calidad del asfalto. Rígido (Hormigón): Control de calidad del hormigón (resistencia a compresión, asentamiento), armado de acero, vibrado, curado y sellado de juntas. Obras de Drenaje: Inspección de cunetas, alcantarillas y subdrenes. Señalización Vial y Seguridad: Verificación de instalación de señalización horizontal/vertical y barreras de seguridad según normativa vial. Supervisión Ambiental: Monitoreo del Plan de Gestión Ambiental (PGA): Verificación del cumplimiento de medidas de mitigación y compensación de la Licencia Ambiental. Control de Impactos: Supervisión de gestión de residuos, erosión, calidad del aire y protección de cuerpos de agua. La supervisión fue determinante para asegurar una infraestructura vial segura, duradera y ambientalmente responsable, mejorando la conectividad en la región.
