REVIEW AND VALIDATION OF THE INDUSTRIAL PROCESS DESIGN FOR THE IMPLEMENTATION OF INTEGRAL SOLID WASTE MANAGEMENT IN THE CITY OF ORURO "TREATMENT PLANT (SELECTION AND COMPOSTING) AND STRENGTHENING OF EMAO"
General Description
The project consists of the Review and Validation to Implement a Comprehensive Urban Solid Waste Management System (RSU) in Oruro, focused on a modern Solid Waste Treatment Plant (PTRSU) and the strengthening of the Municipal Cleaning Company of Oruro (EMAO). The PTRSU, located in Huajara, is designed to process 270 tons of solid waste or garbage per day, using a mechanical-biological process for the selection of recyclable materials (paper, cardboard, plastics, ferrous and non-ferrous metals) through equipment such as Trommel Separation, Ballistic Separator, Magnetic Separators and Foucault Current Separator, interconnected by various feeding, transportation and elevation belts. The organic fraction is processed through composting (technology to be specified). Considering a typical operation of 8 hours a day, the plant will have an approximate processing capacity of 33 tons per hour. The plant includes a Reception Hopper, manual selection lines, Baling Press for recyclable materials and rejection management. The support infrastructure includes administrative buildings, laboratory, scale, energy, water and leachate treatment systems. The strengthening of EMAO implies technical training, acquisition of collection vehicles and equipment, implementation of information systems and awareness campaigns. The PTRSU optimizes the valorization and reduces the volume of waste to the sanitary landfill. Its strategic design facilitates accessibility and internal flows. The construction and installation of equipment (including conveyor belts, separators, hopper, press, elevated structures) comply with technical standards and environmental regulations, seeking a sustainable and circular waste management for Oruro.

El proyecto consiste en la Revisión y Validación para Implementar un Sistema Integral de Gestión de Residuos Sólidos Urbanos (RSU) en Oruro, centrado en una moderna Planta de Tratamiento de Residuos Sólidos (PTRSU) y el fortalecimiento de la Empresa Municipal de Aseo de Oruro (EMAO). La PTRSU, ubicada en Huajara, está diseñada para procesar 270 toneladas diarias de residuos sólidos o basura, empleando un proceso mecánico-biológico para la selección de materiales reciclables (papel, cartón, plásticos, metales ferrosos y no ferrosos) mediante equipos como Trommel de Separación, Separador Balístico, Separadores Magnéticos y Separador de Corrientes de Foucault, interconectados por diversas cintas de alimentación, transporte y elevación. La fracción orgánica se procesa mediante compostaje (tecnología a especificar). Considerando una operación típica de 8 horas por día, la planta tendrá una capacidad de procesamiento aproximada de 33 toneladas por hora. La planta incluye una Tolva de Recepción, líneas de selección manual, Prensa Enfardadora para materiales reciclables y gestión de rechazo. La infraestructura de apoyo comprende edificios administrativos, laboratorio, báscula, sistemas de energía, agua y tratamiento de lixiviados. El fortalecimiento de la EMAO implica capacitación técnica, adquisición de vehículos recolectores y equipos, implementación de sistemas de información y campañas de sensibilización. La PTRSU optimiza la valorización y reduce el volumen de residuos al relleno sanitario. Su diseño estratégico facilita la accesibilidad y los flujos internos. La construcción e instalación de equipos (incluyendo cintas transportadoras, separadores, tolva, prensa, estructuras elevadas) cumplen con estándares técnicos y normativas ambientales, buscando una gestión de residuos sostenible y circular para Oruro.
