TECHNICAL AND ENVIRONMENTAL SUPERVISION OF THE PAVEMENT CONSTRUCTION PROJECT VILLA MONTES-ISIRI ROAD (SECTION LA CENTRAL-ISIRI) PACKAGE I: ROAD
General Description
This project consisted of comprehensive technical and environmental supervision for the construction and paving of 30 km of the La Central-Isiri road section, part of the Red Vial Fundamental. The supervision ensured the execution of the work in accordance with engineering, safety, quality, and environmental standards. Technical Scope of Supervision The supervision included a rigorous control of: Review and Validation of the Final Design Study (EDF): Documentary Analysis: Verification of topographic studies (surveys, profiles), geotechnical (subgrade, sub-base, base; SPT, CBR, Modified Proctor), pavement design (structure, thicknesses, material properties - Marshall for asphalt, compressive strength for concrete), and hydraulic/drainage design (ditches, culverts, sub-drains). Identification of Non-Conformities: Detection of inconsistencies or deviations. Supervision of Constructive Execution: Earthworks: Control of cuts, fills, and subgrade conformation, including verification of compaction degrees (nuclear densimeters). Pavement Structure: Granular Sub-base and Base: Inspection of aggregate quality, granulometry, optimal humidity, and compaction. Asphalt Layers: Supervision of manufacturing at the plant (temperatures, binder dosage), laying, and compaction in the field (final densities). Control of asphalt quality (penetration, softening point). Drainage Works: Inspection of ditches, culverts, and sub-drains. Signaling and Road Safety: Verification of horizontal/vertical signaling and safety barriers in accordance with Bolivian regulations. Environmental Supervision: Monitoring of the Environmental Management Plan (EMP): Verification of compliance with mitigation and compensation measures of the Environmental License. Impact Control: Supervision of waste management, erosion/sedimentation, air quality, and management of borrowing/dumping sites. This supervision was crucial to achieving a high-quality, safe, durable, and environmentally sustainable paved road infrastructure, improving connectivity and regional development.

Este proyecto consistió en la supervisión técnica y ambiental integral para la construcción y pavimentación de 30 km del tramo carretero La Central-Isiri, parte de la Red Vial Fundamental. La supervisión aseguró la ejecución de la obra conforme a estándares de ingeniería, seguridad, calidad y normativa ambiental. Alcance Técnico de la Supervisión La supervisión abarcó un control riguroso de: Revisión y Validación del Estudio a Diseño Final (EDF): Análisis Documental: Verificación de estudios topográficos (levantamientos, perfiles), geotécnicos (subrasante, sub-base, base; SPT, CBR, Proctor Modificado), diseño de pavimento (estructura, espesores, propiedades de materiales - Marshall para asfalto, resistencia a compresión para hormigón), y diseño hidráulico/drenaje (cunetas, alcantarillas, subdrenes). Identificación de No Conformidades: Detección de inconsistencias o desviaciones. Supervisión de la Ejecución Constructiva: Movimiento de Tierras: Control de cortes, rellenos y conformación de la subrasante, incluyendo verificación de grados de compactación (densímetros nucleares). Estructura del Pavimento: Sub-base y Base Granular: Inspección de calidad de agregados, granulometría, humedad óptima y compactación. Capas Asfálticas: Supervisión de fabricación en planta (temperaturas, dosificación de ligante), tendido y compactación en campo (densidades finales). Control de calidad del asfalto (penetración, punto de ablandamiento). Obras de Drenaje: Inspección de cunetas, alcantarillas y subdrenes. Señalización y Seguridad Vial: Verificación de señalización horizontal/vertical y barreras de seguridad conforme a normativa boliviana. Supervisión Ambiental: Monitoreo del Plan de Gestión Ambiental (PGA): Verificación del cumplimiento de medidas de mitigación y compensación de la Licencia Ambiental. Control de Impactos: Supervisión de gestión de residuos, erosión/sedimentación, calidad del aire y manejo de sitios de préstamo/botaderos. Esta supervisión fue determinante para lograr una infraestructura vial pavimentada de alta calidad, segura, duradera y ambientalmente sostenible, mejorando la conectividad y el desarrollo regional.
